The Citizens Budget Commission, meanwhile, urged the Council against overriding the veto, warning that the city cannot afford a “radically expansive City-funded voucher program.”

According to the Citizens Budget Commission, this type of voucher was used in around 80% of all moves and placements using a voucher last year.

According to a May analysis from the Citizens Budget Commission, a nonprofit watchdog, the city was expected to spend $636 million on rental assistance in the most recent fiscal year, compared with $16 million in 2015.

“Back then we urged action before it ballooned before NYCHA and the city’s ability to keep up,” said Sean Campion, the top housing expert at the Citizens Budget Commission.

“The Department of Education saw a significant influx of federal [stimulus] aid. The challenge now is that the federal aid will be fully spent,” said Ana Champeny, vice president for research at the Citizens Budget Commission. “With that running out, the city has to prioritize its critical programs.”

“The budget more deeply ingrains the newfound habit of funding programs for one year at a time, which should be called cliff dancing,” said Andrew Rein, president of the nonpartisan, nonprofit Citizens Budget Commission, which projects that such new spending will add about $1 billion to the $5 billion budget deficit for the next fiscal year.

Rubin has founded, led, or served on the board of more than a dozen nonprofits and community groups, including the Osborne Association, the Citizens Budget Commission, the Regional Plan Association, and GreaterNY.

Many of the hotly debated cuts, including to libraries, the Department of Cultural Affairs, and the City University of New York system, would have been spread over multiple future years—meaning city leaders may need to relitigate them all over again during next year’s budget, noted Ana Champeny, vice president for research at the independent Citizens Budget Commission.

Andrew Rein, president of the Citizens Budget Commission, also opposed many aspects of the budget, albeit for completely opposite reasons.

The Citizens Budget Commission welcomed the budget deal but said the spending package "unfortunately delays the wise but hard choices needed to stabilize the city’s fiscal future," noting it includes billions of dollars of spending "without the offsetting savings needed to sustain them."

Citizens Budget Commission President Andrew Rein said the new budget agreement will please many stakeholders — at least for the next fiscal year.

Mayor Adams’ administration has said the cutbacks were necessary given the city’s financial constraints, and the council’s leaders did not dispute that basic premise. Some observers, including the Citizens Budget Commission, said the budget should have done more to trim programs with little impact and stash away money for the city’s reserves. (The budget will maintain reserves of about $8 billion, similar to current levels.)
