New York City has a state budget problem

In 2010 — the last time a state budget ran past the city’s deadline — then-Mayor Mike Bloomberg opted to reflect elements of the governor’s plan, according to Ana Champney of the Citizens Budget Commission. Bloomberg then held an extra budgeting session during the summer once the details from Albany were known.

But in an April 14 analysis, the Citizens’ Budget Commission found that out of the $3 billion in budget cuts achieved through previous savings plans implemented by the city — the Program to Eliminate the Gap in February 2022 and November 2022, as well as the Vacancy Reduction Plan in January 2023 — the reduction in spending that affects city services is $200 million, or 0.3 percent of the budget.

City Hall has called its belt-tightening budget a necessity, given the estimated $4.3 billion in costs imposed by the migrant situation, salary increases stemming from deals with municipal unions and new burdens that could be imposed by the state budget. The nonprofit Citizens Budget Commission has largely backed City Hall’s efforts, pointing to a $6.5 billion budget gap estimated to exist by fiscal 2027.
