Rescinding the State’s assumption of growth for New York City will further exacerbate this inequity. New York City currently has the highest Medicaid burden per capita at $597, compared to the average local share throughout the rest of the State of only $190 per capita.

A Step Backward on Medicaid Funding

New York’s policy of requiring counties and New York City to pay a sizable share of Medicaid costs is out of step with other states and results in an inequitable distribution of Medicaid costs among New York taxpayers. In 2005 the State capped the growth in the local share of Medicaid, which was a step in the right direction. In 2012 the State began a phased takeover of local share growth—a further improvement. However, the 2017 Executive Budget proposes to reinstitute New York City’s contribution toward growth in Medicaid expenses, which would be a giant step backwards.

Public Authorities in New York State

New York State’s extensive reliance on authorities has given rise to four significant problems: 1) Misuse of the power to incur debt; 2) Insufficient oversight and coordination of project revenue backed and private conduit borrowing; 3) Insufficient reporting to support accountability; and 4) Insufficient independence in governance. Each problem is explained more fully in this report, along with five strategies to address them.

Debt Beyond Our Means

New York State's debt obligations will require current and future taxpayers to bear a burden that creates a competitive disadvantage with the other states. The core issue is that New York has no effective legal limits on the amount of debt it can assume. CBC advocates for short-run and long-run measures; in the near term, voters should reject bond referendums such as the Transportation Bond Act of 2005 until debt is brought under control, and in the long-run the State must strike a balance between adequate infrastructure investment and a competitive debt burden.

The Palisades Principles Revisited

CBC reviews New York State’s progress on the 10 principles of budget reform known as the Palisades Principles. These 10 principles emerged from a statewide conference of civic and business leaders held in November 2003 in Palisades, NY. Of the 10 principles, four have shown no progress, five have shown some progress, and only one has shown significant progress.

Can New York Get An A In School Finance Reform?

The State of New York faces a major challenge stemming from a 2003 ruling by the Court of Appeals, the State’s highest court, which found that the more than 1 million children in New York City’s public schools were not provided with the sound basic education guaranteed to them by the State Constitution. CBC addresses two fundamental questions: Where should the money come from? What changes other than more money are essential to improving educational outcomes?
