Rent Regulation: Beyond the Rhetoric

This report is designed to inform debates over changes in rent regulation. It provides background information including a history of rent regulation laws and an overview of the rental housing market in New York City, it describes the benefits of current rent regulations in the forms of “discounts” to affected households and increases in “affordable” housing for New Yorkers, it assesses the evidence relating to criticisms of rent regulation, and it recommends future rent regulation policies based on the findings discussed.

The Citizens Budget Commission Review of Circuit Breakers

CBC recently looked at the option of expanding New York’s existing circuit breaker program to provide targeted relief to the neediest taxpayers as background for a forum on local tax relief convened on December 6, 2007. Based on that review of options the following points, outlined in this report, can be highlighted: 1) Circuit breakers are common; 2) New York’s circuit breaker needs reform; and 3) The poorly crafted School Tax Relief Program (STAR) would work better as a circuit breaker.
