Andrew Rein, the president of the Citizens Budget Commission, joined NY1 political anchor Errol Louis on “Inside City Hall” Tuesday to discuss the results of the survey and more.

"A new survey by Citizens Budget Commission shows New Yorkers generally rate the quality of life as 'not good' and much worse than 2017. Only half of more than 6,000 New Yorkers surveyed plan to stay... if they can."

"The discussion came on the heels of a new survey released Tuesday by the Citizens Budget Commission, which found that only 30% of New Yorkers rate the quality of life in the city as excellent or good, down from 50% in 2017 and 2008."

The latest survey from the Citizens Budget Commission found that in nearly every sense, New York City residents think life here has gotten worse over the past seven years.

“The drop is stark,” said Andrew Rein, president of the Citizens Budget Commission, even as he stressed that context matters. In 2017, New York City was “seven years into a really robust recovery,” he said. In 2023, New York City was still emerging from a pandemic that brought economic and social upheaval.

Gov. Kathy Hochul has touted her administration’s commitment to grow the state’s reserves which have grown from $2 billion in 2020 to $20 billion today. However, the CBC projects that $28 billion would be needed to “withstand two years’ recessionary receipt losses” and to “finance two years’ growth of 1% in state operating funds.”

The Citizens Budget Commission wants state officials to take notice of ballooning gaps in state spending and revenue...The think tank will release an analysis today of the state’s fiscal picture, finding estimated budget gaps running from $5 billion to $9 billion in the coming years...

And in many parts of New York, especially among the working class, it does not feel like the city is back on its feet. The poverty rate has soared to 23 percent, up from 18 percent in 2021. Demand for food stamps and cash assistance has surged. The housing crunch is the worst it has been in more than 50 years, with a rental vacancy rate of only 1.4 percent.
