“My bet is ... we’re gearing up to have a budget after the primary,” Jiha said during a panel discussion in Manhattan hosted by the fiscally hawkish Citizens Budget Commission.

“CBC’s research finds both that New York doesn’t produce enough housing — choking supply and decreasing affordability — and that changing state laws and regulations is necessary to solve this crisis,” said Andrew Rein, president, Citizens Budget Commission.

A coalition of good-government groups and budget watchdog organizations like the Citizens Budget Commission and Citizens Union supported the push as did progressive groups like the Alliance for Quality Education and New Yorkers for Fiscal Fairness.

City charter schools get $17,626 of taxpayer dollars per student each year, plus space in city buildings or partial rent support, compared to the $35,941 for each student in a DOE school, according to the New York City Charter Center and Citizens Budget Commission.

A blanket exemption could reverse that trend, saving at least some projects time upfront. For developments that need new zoning, pre-certification and environmental review takes an average of nearly two years, accounting for 80 percent of the time it takes for a project to go through the city’s land use review process, according to the Citizens Budget Commission.

A recent report by the Citizens Budget Commission raised concerns about rent assistance funding, pointing to a $450 million shortfall. The city’s executive budget projects spending $636 million in fiscal year 2023 on rental assistance programs, but only allocates $192 million in fiscal year 2024.

The independent Citizens Budget Commission, in its own recent analysis, said the city faces a “fiscal cliff” on CityFHEPS spending as soon as next year, with just $192 million budgeted for rental aid in Fiscal Year 2024 despite spending a projected $636 million this year. The scope of New York’s housing crisis, the commission wrote, “exceeds the city’s ability to pay for it.”

The financial picture is more complicated, said Andrew Rein, president of the Citizens Budget Commission, a nonprofit fiscal watchdog. The commission estimates the city will provide rental assistance to some 11,000 households leaving shelters in the current fiscal year, which ends in the summer — the highest number since the pandemic began.

Under the mayor’s proposed budget, the NYC Department of Education would get $37.5 billion for the 2024 fiscal year — roughly $1 billion below the current projection for fiscal year 2023.
