“What happened is that the pandemic brought to the surface and revealed weaknesses in the old ways of doing things, and in our social infrastructure. They accelerated challenges that were already present,” Buttigieg said during Tuesday night’s annual awards gala of New York’s watchdog Citizens Budget Commission.

Advocates applauded the online portal as a crucial step toward greater transparency when it comes to state spending and the massive cash influx provided by Congress in response to the COVID crisis.

“The public deserves to know how and when its money is being spent and this provides much-needed insight into a broad range of important relief and recovery programs,” said Citizens Budget Commission President Andrew Rein. “The massive influx of federal aid provides great opportunities, but only if it is managed well and drives results. This is an important part of ensuring that success.”

So confirms an important new report from the Citizens Budget Commission, which says features of the law “hinder [its] ability to create incentives for building owners to reduce emissions cost-effectively, and may instead provide incentives to pay penalties or incur high costs that are passed on to tenants.”
