Average Pay at the 15 Largest New York City Agencies, FY 2016

There were roughly 283,000 active full-time employees on New York City’s payroll with an average total pay of $76,064 in fiscal year 2016. Total pay is comprised of base salary, overtime, and other pay, which includes payments for longevity, differentials for night work or specific assignments, and holiday pay. (Does not include fringe benefits, such as health insurance and pensions.)

Average pay varies by category of employee and agency. On average, uniformed employees earn $109,000 annually while civilian employees average $66,500 and pedagogical employees average $70,000 annually.

High earnings for uniformed employees are driven by high overtime payments and other pay. Uniformed employees earn on average between $12,000 and $28,000 a year in overtime; in addition, in several agencies, including the Departments of Transportation, Correction, Citywide Administrative Services, and Fire, overtime for civilians exceeds $10,000 a year on average.
