It provides background information including a history of rent regulation laws and an overview of the rental housing market in New York City, it describes the benefits of current rent regulations in the forms of “discounts” to affected households and increases in “affordable” housing for New Yorkers, it assesses the evidence relating to criticisms of rent regulation, and it recommends future rent regulation policies based on the findings discussed.
June 23, 2009This report details nine important facts for the Legislature to keep in mind as rent laws are considered for modification. CBC believes they should be cautious about initiatives to extend the reach of rent regulation. Instead, state leaders should think more broadly about ways to better target assistance to lower income households and to allow the market to work in ways that better allocate housing and expand housing choices for all New Yorkers.
