Andrew Rein, president of the Citizens Budget Commission, told Crain’s New York Business that the lack of dollar amounts “is a real failure in transparency that stops all stakeholders from having a sense of what it takes to bring the system to a state of good repair.

The exclusion rankled some transit observers who argue the figures are key to deliberations on what to prioritize. Andrew Rein, president of the Citizens Budget Commission, called the lack of dollar amounts a “glaring omission.”

The Citizens Budget Commission praised the scope of the analysis but criticized the omission of cost estimates, contending it diminishes the document’s usefulness.

“The importance of quality schools cannot be overstated for the future of this city,” said Andrew Rein, the president of the Citizens Budget Commission, a nonpartisan group. “School enrollment can be considered a bit of a canary in the coal mine.”

“The city has a good amount of cash, so assuming the duration isn’t exorbitant, the city has the money to keep things going, and in general, history has shown that when there is an eventual budget, all the bills get paid,” said Andrew Rein, president of the Citizens Budget Commission.

This summer, nearly 7 percent of city government jobs were unfilled, compared with around 2.5 percent in 2020, 2019 and 2014, according to the Citizens Budget Commission.
