The Adams administration is stripping city agencies of their discretionary spending powers — in the latest attempt by the mayor to balance the Big Apple’s books with the impending migrants-fueled $12 billion shortfall, The Post has learned.

But the Citizens Budget Commission, a nonprofit and nonpartisan civic organization, has pushed back on that math, noting that less than half of the projected deficit the cuts are meant to fill is attributable to the services provided to migrants.

The Citizens Budget Commission points out that less than half of next year's nearly $14 billion projected budget gap is related to the city's response to the migrant crisis.

“The city had a budget gap before the migrant crisis. Because it has the fiscal cliffs, meaning it was spending our money on recurring programs, federal COVID aid and one time city aid,” Andrew Rein, President of the Citizens Budget Commission, said.

The Citizens Budget Commission lauded the mayor's actions, but noted not all of the city's financial woes are due to migrants.

“While serving the rapid influx of migrants and asylum seekers has massively strained the City’s finances, this cost is not the sole cause of the City’s fiscal problems,” said Citizens Budget Commission director Andrew Rein in an analyis released Sunday.

Fiscal watchdogs like the Citizens Budget Commission praised the administration’s decision to institute the new fiscal measures on Monday, but also warned that Adams’ team should be mindful of applying those measures as “blunt instruments,” especially when it comes to the city’s housing and social services needs.
