“It’s [estimated] costing the city about $100 an hour. Which means each 10,000 overtime hours a day is about $1 million,” said Ana Champeny, Citizens Budget Commission's vice president for research.

The nonpartisan Citizens Budget Commission, along with lawmakers from both political parties, agree that localities’ responsibility for Medicaid should remain in place, as it is the state’s job to manage and pay for the federal program.

As for taxes, the Citizens Budget Commission says the lawmakers’ proposals both add “$2 billion in additional annual taxes” and come “on top of the roughly $1 billion business tax surcharge extension proposed by the governor.”

The Citizens Budget Commission projected that by the end of this fiscal year, overtime spending for police could reach $812 million, nearing double its budgeted amount.

The difficulty in Hochul’s affordability vision is that it needs to look out for both the wealthiest and poorest residents and as the state tries to revive New York City by getting people back into the office, said Andrew Rein, the president of the business-backed Citizens Budget Commission.

“The downstate horse racing industry is already dependent on State subsidies,” Andrew Rein, the Commission’s president, wrote in a letter to legislators. “The State should work toward re-evaluating the entirety of its subsidy arrangement instead of doubling down.”
