“If there is deterioration in the subway cars or the buses, if the signals aren’t well-functioning, that can cause delays in service, more crowded trains, longer wait times between trains,” Ana Champeny, the Citizens Budget Commission’s vice president of research, told The Gothamist.

NYC charter schools spend about $17,626 per student, less than half of DOE spending per pupil, according to the NYC Charter School Center and Citizens Budget Commission.

Among the other top line recommendations from the CBC, the group urges lawmaker to reject taxes, accelerate rainy day fund deposits and publish basic financial plan tables with the Legislative one-house budgets and the enacted budget when voted on.

The state adjusted its enrollment outlook as more clarity emerged about when the federal government would end a 6.2% boost in Medicaid reimbursement rates in exchange for pausing eligibility screening, said Patrick Orecki, director of state studies at the Citizens Budget Commission. The current forecast “is a safer projection than what was on the books.”

“No evidence has been presented that the proposed expansion, which would increase the total lifetime cost by 55%, from $9.4 billion to $14.6 billion, would be economically beneficial,” said Patrick Orecki of the CBC.

But critics of the local share, including the Citizens Budget Commission, a nonpartisan organization, continue to say that it’s a regressive tax, burdening counties with the poorest populations.

“I think it will be more challenging, and potentially more contentious, than last year,” said Ana Champeny, the vice president for research at the nonprofit Citizens Budget Commission. “The mayor is saying, ‘We have big budget gaps, we have economic uncertainty, we need to be cautious and rein in spending.’ On the other hand, the council has a lot of spending proposals in many different areas.”

Rein urged the administration to further build up the Rainy Day Fund to prepare for a recession, to mitigate the fiscal cliffs created by federal funds that will run out, and to find long-term efficiency savings by restructuring city services.

His $102.7 billion budget proposal, known as the executive budget, includes about $5 billion less spending than the adjusted budget for the current fiscal year, according to the nonprofit Citizens Budget Commission, though it noted the fiscal 2024 budget is likely to grow before adoption.

Ana Champeny, vice president for research of the Citizens Budget Commission, said that the industry and the state have never produced a robust analysis showing how many productions the credit alone is responsible for bringing to the state.

The CBC’s preliminary analysis estimates the additional spending would total approximately $2.5 billion in fiscal year 2023, $2.3 billion in fiscal year 2024, $3.2 billion in fiscal year 2025 and grow to $4.1 billion in fiscal year 2027, above the funds already in the budget to cover 1.25 percent annual raise

The Citizens Budget Commission estimated in 2018 that by 2027, 90 percent of NYCHA units will have declined to the point where they’re at risk of no longer being cost effective to repair.
