The NYC Department of Sanitation not only collects residential waste, recyclables, and compostables, but it also removes snow, cleans streets and lots, removes graffiti, and fights rats. There is an $8 billion surplus this year, but outyear gaps of over $7 billion and a $12 billion structural gap.
