Unless residential trash collection costs are reduced, new program costs will greatly overwhelm any potential savings from landfill reduction. A significant expansion of food waste collection may also outpace regional processing infrastructure.

Rescinding the State’s assumption of growth for New York City will further exacerbate this inequity. New York City currently has the highest Medicaid burden per capita at $597, compared to the average local share throughout the rest of the State of only $190 per capita.

New York is being wasteful in its waste management practices. We could save tens of millions, perhaps even hundreds of millions, of dollars without harming the environment by more sensibly managing New Yorkers’ solid waste. An improved system for waste collection and disposal could prevent further reductions in essential services in coming budgets.
