March 20, 2018Speaker Corey Johnson criticized the city's capital budget plan at a City Council Finance Committee hearing Tuesday, saying it doesn't allow for transparency or sufficient Council oversight.
"The administration's current presentation of the capital plan does not comply with the letter and spirit of the charter's requirements," Johnson said.
Sean Campion, senior research associate at the Citizens Budget Commission, echoed the Council's analysis, saying in prepared testimony that capital commitments exceed historic levels and are front-loaded.
"In short, the commitment plan remains unrealistic in its ambition, obscures capital priorities, and discourages accountability for completing capital projects efficiently," he said.
