The next New York City Comptroller will play a critical role not only in holding the next Administration and agencies accountable, investing and managing five pension funds with $248 billion in assets, and partnering in $13 billion City debt issuance, but also in spotlighting and promoting New York City’s fiscal health during and after the economic recovery. CBC's "Comptroller Candidate Forum: Accountability, Not Just Accounting" featured 13-minute conversations with each of the six leading candidates, in succession, allowing candidates to share their vision for the office, answer targeted questions from CBC about how they will use the office’s powers, and identify positions on key issues in a lightning round.The video was lightly edited to remove technical glitches. $0 is the size of the New York State budget deficit in each year of New York State’s five-year Executive Budget financial plan, as proposed by Governor Kathy Hochul. The Governor’s budget proposal balances the budget in each of the next five years, an unprecedented level of fiscal stability for the State. This balance and fiscal strength is driven by strong State tax receipts and extraordinary federal fiscal relief. The proposed budget also makes significant deposits to reserves. At an event with CBC Trustees, New York State Budget Director Robert Mujica presented the details of the State’s budget, and the fiscal and economic outlook going forward.

$209 billion is the total spending in New York State's Enacted Budget for Fiscal Year 2022. Six months ago, New York State was staring down a four-year revenue shortfall totaling $60 billion—however, revenues have strengthened and the federal government passed a stimulus bill that includes what may be the largest state and local government relief program in history. Still, the State decided to raise taxes, boost education aid, and fund a host of economic recovery programs. A recent report by the Citizens Budget Commission (CBC) found that elderly and disabled beneficiaries comprise fewer than one in four Medicaid enrollees in New York but account for nearly three of every four program dollars spent. Achieving cost savings among this population, while preserving access to high-quality services, challenges the State to develop creative strategies beyond blunt rate cuts. The CBC and New York State Health Foundation convened a panel of healthcare experts to explore the ideas expounded in the report.
